یوم ملالہ یوسف زئی اقوام متحدہ  کی جانب سے منانے پر پاکستان پیپلز پارٹی کے مرکزی رہنما متحرم اویس مظفر نے صدر پاکستان متحرم آصف علی زرداری، چیئرمین بلاول بھٹو زرداری کو خراج تحسین پیش کرتے ہوئے کہا کہ قوم کی بیٹی ملالہ یوسف زئی کا معاملہ جس انداز میں اور ذاتی دلچسپی لیتے ہوئے صدر پاکستان نے اور چیئرمین بلاول بھٹوزرداری نے ابتداء سے ہی اس کیس کو قومی اور بین الاقوامی سطح پر پیش کیا اور تمام معاملات کی نگرانی کی۔ آج وہ اقوام متحدہ کی جانب سے منائے جانے والے اس دن پر حقیقی معنوں میں پاکستانی عوام کی جانب سے خراج تحسین

ملالہ کی سولہویں سالگرہ اور تعلیم کے عالمی اہداف

تعلیم سے متعلق عالمی ادارے کے اہداف کا ذکر کرتے ہوئے، اقوام متحدہ میں پاکستان کے خصوصی مندوب مسعود خان کا کہنا ہے کہ باوجود کوشش کے، پاکستان ابھی اِس ہدف سے بہت دور ہے


جمعہ کو ملالہ یوسف زئی کی سولہویں سالگرہ ہے۔  وہ اِسے ایک انوکھے طریقے سے منا رہی ہے۔ بلکہ، یوں کہیئے کہ یہ سالگرہ دنیا منا رہی ہے۔ اِس لیے کہ، 12  جولائی 2013 ءکو اقوام متحدہ کی طرف سے ’ملالہ ڈے‘  قرار دیا گیا ہے۔

اِس روز، دنیا بھر کے مختلف ممالک سے 500 سے زائد لڑکے اور لڑکیاں نیویارک میں اقوام متحدہ کے صدر دفتر میں اکٹھے ہوں گے، جس تقریب سے تعلیم سے سچی لگن کے شوق میں طالبان کی گولی کھانے اور دنیا بھر میں شہرت پانے والی کم سن پاکستانی، ملالہ یوسف زئی خطاب کرے گی۔

یہ اقوام متحدہ کے سیکرٹری جنرل بان کی مون کی تعلیم کو عام کرنے کی کوششوں اور اقوام متحدہ کے’ ملینئیم ڈویلپمنٹ گولز‘ کے تحت، دنیا کے تمام بچوں کو 2015 ء تک تعلیم تک رسائی فراہم کرنے کی کوششوں کا ایک حصہ ہے۔

اقوام متحدہ کے’ملینئم ڈویلپمنٹ گولز‘ کے مطابق، دنیا بھر کے ملکوں سے کہا گیا ہے کہ وہ 2015 ء تک اپنے تمام بچوں کو تعلیم کے زیور سے آراستہ کریں۔

اقوام متحدہ میں پاکستان کے خصوصی مندوب مسعود خان کا کہنا ہے کہ باوجود کوشش کے، پاکستان ابھی اِس ہدف سے بہت دور ہے۔

ملالہ یوسف زئی کے علاوہ  اِس تقریب میں اقوام متحدہ کے سیکرٹری جنرل بان کی مون، جنرل اسمبلی کے صدر وُوک جیریمچ، عالمی تعلیم کے لیے اقوام متحدہ کے خصوصی مندوب گورڈن براؤن اور نوجوانوں کے لیے اقوام متحدہ کے مندوب احمد الہندوی بھی شرکت کریں گے۔

Malala Yousafzai to tell UN: books and pens are our most powerful weapons

Malala Yousafzi, the Pakistani schoolgirl brought to England after being shot in the head by the Taliban, will address the United Nations today.
She will mark her 16th birthday by delivering a speech at the UN headquarters in New York to call on governments to ensure free compulsory education for every child.
It will be the teenager's first public speech since she was attacked on a bus in Pakistan's north-western Swat valley after standing up for her right to go to school in her home country.
She will tell a delegation of more than 500 young people: "Let us pick up our books and pens. They are our most powerful weapons.
"One child, one teacher, one pen and one book can change the world. Education is the only solution. Education first."
The schoolgirl set up the Malala Fund following the assassination attempt by the Taliban in October.
She spent hours undergoing surgery at the Queen Elizabeth Hospital in Birmingham, where surgeons tried to repair the damage caused by a bullet which grazed her brain.
A report released to coincide with her address says 57 million children around the world are not going to school.
The UNESCO and Save the Children study says the number of children of primary school age who are not getting an education has fallen from 60 million in 2008, but during that period the percentage of young people in conflict-affected countries who are not at primary school rose from 42% to 50%.
Save The Children said the report showed that in 2012 there were more than 3,600 documented attacks on education, including violence, torture and intimidation against children and teachers resulting in death or grave injuries, as well as the shelling and bombing of schools and the recruitment of school-aged children by armed groups.
Since the start of the Syria conflict more than two years ago, 3,900 schools have been destroyed, damaged or are occupied for non-educational purposes, the report says.
The report, Children Still Battling to go to School, finds that 95% of the 28.5 million children not getting a primary school education live in low and lower-middle income countries – 44% in sub-Saharan Africa, 19% in south and west Asia and 14% in the Arab states, UNESCO said.
Girls make up 55% of the total and were often the victims of rape and other sexual violence that accompanies armed conflicts, UNESCO said.
"Across many of the world's poorest countries, armed conflict continues to destroy not just school infrastructure, but also the hopes and ambitions of a whole generation of children," UNESCO's director-general, Irina Bokova, said.
Malala, who now attends Edgbaston High School for girls in Birmingham, will present a petition of more than 3 million signatures to the UN secretary-general, Ban Ki-Moon, demanding education for all.
The UN has declared 12 July, her birthday, "Malala Day". The event has been organised by the former prime minister Gordon Brown, now the UN special envoy for global education.
He said: "Getting every girl and boy into school by 2015 is achievable.
"It is only impossible if people say it's impossible. Malala says it is possible – and young people all over the world think it is possible."
Teenagers Sam Whittingham and Millie Wells will represent the UK at the event after winning a national competition to become young ambassadors for the global campaign for education.






Malala’s mission destined to succeed: President Asif Ali Zardari


President Asif Ali Zardari said on Friday that the mission of Malala Yousafzai, a 15-year-old rights activist from Swat who was shot in the head by the Taliban, is fated to succeed.
In his message on the eve of “Malala Day” being observed worldwide today (Saturday), the president said the day is being observed all over the world to show solidarity with the brave daughter of Pakistan who stood defiantly to the militants to pursue her education and refused to bow to their threats and faced the bullets instead of giving up.
“Malala stands tall today as symbol of girl education and a symbol of defiance against those who wish to impose their obscurantist agenda behind the facade of religion,” he said, according to a press release.
“Malala Yousafzai is 15 years old. Since she was 11, she has been an advocate of education for girls. Malala is a symbol of all that is good about us.” President Zardari said Malala represents the resilience of Pakistani girls and women. “Her attackers aren’t just trying to kill the daughter of Pakistan; they are trying to kill Pakistan. They didn’t stop at Afghanistan. They won’t stop at Pakistan. Attack on her is an attack on every child in our region. It is an attack on the future of our region. We cannot sit idly as our children are attacked. We must act urgently.”
The president said the observance of Malala Day by the international community is a demonstration of the realisation that the attackers of Malala would not stop at Pakistan and threaten the whole world. “It demonstrates commitment by the world community that no matter what the odds, together we will fight the militants and not let them succeed in their agenda,” said the president, adding: “Malala has transcended from an individual to an idea and the observance today shows that the idea lives on.”
He said to drive home the message and to reinforce the idea that Malala represents, the Government of Pakistan on the eve of Malala Day launched special “Waseela-e-Taleem” initiative to give free education to the children particularly female children of the poorest of the poor families in the country. “The more the militants strike the more we will rebound with determination, defiance and courage. Let there be no doubt or mistake about it.”
The president appreciated the UN Secretary General Ban Ki-Moon for urging the international community to observe Malala Day. “I wish to congratulate Malala Yousafzai, her parents and all those who fight for the cause for which Malala stood. I wish Malala early and complete recovery and thank the doctors in Pakistan and at the Birmingham’s Queen Elizabeth Hospital who took care of her.”

Supereme Court issues detailed verdict of Asghar Khan case

Registrar Supreme Court Dr Faqeer Hussain read out the detailed verdict of the case.

In the detailed verdict, SC has stated that Younis Habib had confessed to distributing Rs40 million. The secret agencies have no right to make an election cell and the ISI and MI are duty bound to safeguard the borders, it added.

Elections of 1990 were rigged, the then President, Army Chief and DG ISI exercised their power illegally.

The verdict further says the elections should be held on time without any fear.

It said the president is the head of state and it does not suit him to support any group. Creating a political cell in the President House is illegal, it added.

It is pertinent to mention that a three-member bench of the apex court headed by Chief Justice Iftikhar Muhammad Chaudhry and comprising of Justice Jawwad S Khawaja and Justice Khilji Arif Hussain, had announced a short order, on Air Marshal (retd) Asghar Khan’s petition filed in 1996 accusing the ISI of distributing Rs60 million among the politicians to manipulate the general elections of 1990.

Ruling that the 1990 polls were rigged, the SC on October 19 directed the government to take action against former army chief Gen (retd) Mirza Aslam Beg and former chief of the Inter-Services Intelligence (ISI) Lt Gen (retd) Asad Durrani for violating the Constitution by manipulating the 1990 general elections.

The court ruled that both Durrani and Beg brought a bad name to Pakistan and its armed forces as well as secret agencies in the eyes of the nation. “Notwithstanding that they may have retired from service, the federal government shall take necessary steps under the Constitution and law against them,” said the short order.

The court also ordered the initiation of legal proceedings against the politicians who allegedly received donations to spend on election campaigns in 1990 and directed the Federal Investigation Agency (FIA) to conduct a transparent investigation on the criminal side against all of them and if sufficient evidence was collected, they should be sent for a trial according to the law.

The court ordered that any election cell/political cell in the Presidency or ISI or MI or within their formations be abolished immediately and any letter/notification to the extent of creating any such cell/department (by any name whatsoever, would stand cancelled forthwith).

The court ruled that the late Ghulam Ishaq Khan, the then president, Gen (retd) Beg and Lt Gen (retd) Durrani acted in violation of the Constitution by facilitating a group of politicians and political parties, etc, to ensure their success against thecandidates in the general elections of 1990 for which they secured funds from Younas Habib, former chief executive of now defunct Mehran Bank.

The court ordered that Younas Habib should also be dealt with in the same manner and civil proceedings should also be launched, according to law, against the said persons for the recovery of sums received by them with profit.

The court ruled that an amount of Rs80 million was stated to have been deposited in Account No 313, titled ‘Survey and Construction Group Karachi’ and maintained by MI, therefore, be transferred with profit to the Habib Bank Limited (HBL) with further direction that if the liability of the HBL had not been adjusted so far, otherwise the same might be deposited in the treasury account of the Pakistan government.

The court ruled that general elections held in 1990 was subjected to corruption and corrupt practices as in view of the overwhelming material produced by the parties during hearing in the case, “it has been established that an ‘election cell’ had been created in the Presidency, which was functioning to provide financial assistance to the favoured candidates, or a group of political parties to achieve desired result by polluting election process and to deprive the people of Pakistan from being represented by their chosen representatives.”

The short order observed that a president, in parliamentary system of government, being head of the state represented the unity of the republic under Article 41 of the Constitution and as per the oath of his office in all circumstances he would do right to all manner of people, according to law, without fear or favour, affection or ill will.

President Asif Ali Zardari addressing the inaugural session of the 6th Conference of the Association of SAARC Speakers and Parliamentarians at the Aiwan-e-Sadar on Sunday

President Asif Ali Zardari on Sunday said some people might feel that parliament was still under assault from some quarters, but these were the teething troubles of a genuine democratic transition.
“These are the dying kicks of an old order,” the president said while addressing the inaugural ceremony of the three-day 6th Conference of the Association of Saarc Speakers and Parliamentarians at the Aiwan-e-Sadr.
He said the government in Pakistan had taken bold decisions to empower parliament. He said a democratically elected government was nearing the completion of its term and soon Pakistan would achieve a peaceful democratic transition. “We are well on our way to realising democracy’s dividends,” he added.  President Zardari said the South Asia of today had undergone a democratic transformation. He urged the parliamentarians from the Saarc countries to play proactive role in forging better bilateral relations and addressing inter-state issues to ensure peace, progress and prosperity in the region.
The president said the region should adopt a collective approach to face the common challenges and explore opportunities for the benefit of the people. He said the Saarc parliaments should plan and lead efforts for solving complex issues by protecting political liberties, human freedoms and the rule of law to promote regional peace and security. He said Pakistan was committed to the Saarc Charter and believed that durable peace in the region was in the interest of all.  He urged the regional countries to join hands to fight the menace of extremism and terrorism. “No country had suffered so much from it as Pakistan. We have lost more than 40,000 innocent lives in addition to Rs80 billion in economic terms.”
He said there was a need to address the issue of illegal drug trafficking, which was serving as a financial source for militancy. Emphasising upon greater people-to-people contacts between the regional countries, the president said that dialogue among the Saarc parliamentarians would have a long lasting and positive impact on the situation in the region and help achieve the ideals of peace and stability.
He pointed out that Saarc had a population of 1.6 billion and the Saarc parliaments should come up with a strategy to ensure food security for the region.
Referring to democratic transition in South Asia, the president said democracy was a prerequisite for economic development and political stability. “Strong parliaments play a crucial role in ushering in reforms and ensuring efficiency and transparency of the governing structures,” he added.
He said the Association of Saarc Speakers and Parliamentarians is a vital instrument for promoting contacts between the peoples of the region. He said that the changing political and economic landscape had enhanced role of the Saarc parliaments. 
The president said that the Saarc parliaments could help sensitise public opinion for the achievement of the common goals.
The president said Pakistan strongly believes in the promise of multilateralism. “States can achieve more together than they can individually,” he added. 
Earlier, Speaker National Assembly and Chairperson of 6th Conference of the Association of Saarc Speakers and Parliamentarians Dr Fehmida Mirza in her welcome address said that parliaments, which were the voices of the people, were the most important forum to exchange views and discuss regional issues. She said Pakistan had a strong democratic system, and appreciated the decision of President Zardari for surrendering his powers voluntarily to the parliament. She said that Saarc, which represents 20 percent of the population of the world, had great potential to further enhance and promote relations among the member states.
Indian Lok Sabha Speaker Meira Kumar said that being representatives of the people, parliamentarians should play their proactive role to meet the expectations of people. She said increased interaction among the Saarc member countries would help learn from each others’ experiences and find solutions of daunting challenges. 
Bangladesh Speaker Abdul Wahid, in his remarks, said democracy was a prerequisite for peace and development in the region. “The current session of the association will go a long way in further strengthening democracy in the region,” he said.
Speaker of Bhutan Lyonpo Jigme Tshultim said the three-day deliberations would provide an excellent opportunity to the member countries to share their success stories and knowledge about the parliamentary democracy.
Speaker of Maldives Abdullah Shahid said democracy needs to be strengthened to address problems of the people. 
Deputy Speaker of Sri Lanka Chandima Weerakkody emphasized the need for empowerment of youth and women to achieve the true dividends of democracy.
Earlier, speakers of the Saarc countries held a meeting with President Zardari and discussed ways and means to further enhance people-to-people contacts among the regional countries. The ceremony was also attended by the members of parliament, federal ministers, diplomats, senior government officials and all members of the delegations of the conference.
In his meeting with Meira Kumar, President Zardari said Pakistan would continue to play a proactive role to make Saarc a vibrant regional organisation.
He said changing political and economic landscape has enhanced the role of the Saarc parliaments which are now well placed to plan and lead efforts for solving complex issues besetting the region.
Discussing Pak-India bilateral relations, he said Pakistan was committed to a constructive, sustained and result-oriented process of engagement with India and reiterated his call for the two countries to make determined efforts for friendly, cooperative and good neighbourly relations. He expressed satisfaction that the resumed dialogue between the two countries is progressing.
Meira Kumar thanked the president for meeting and conveyed best wishes of the Indian leadership and people for the government and the people of Pakistan. She said her country desired good friendly relations with Pakistan and wanted to work together in coping with the common challenges and issues.
Meanwhile, in an informal chat with the media, the president parried questions regarding the Supreme Court verdict in the Asghar Khan case and the code of conduct of the Election Commission of Pakistan (ECP).
On the question about the ECP code of conduct, the president said, “A Speakers Conference is being held today. Nothing else will be discussed.”
On question regarding the Asghar Khan case verdict, he said, “We have seen such debates earlier.” On the occasion he read the couplet “Badalta Hay Rang Aasman Kaise Kaise.”
